Composting in the Czech Republic

The aim of bachelor thesis is a description of the issue related to biological disposing of degradable waste by composting. It is concerned by the most important valid laws in this field, by technologies of composting and by the facilities used to dispose these waste – by composting facilities. In the practical part there is a compiled database of composting facilities in the Czech Republic, sorted by the regions. Their basic data are included (operator, address, website, contact information, capacity, used technology, amount of compost production, its price and utilization, accepted waste, used machinery and equipment, the year of commissioning, intensification).

The thesis deals with composting and ways of handling biodegradable waste and biodegradable municipal waste. It explains the terms related to composting and processing of BW and BMW and clarifies the difference between humus and primary organic matter and its composition. Furthermore, the thesis covers qualitative and quantitative features of compost, raw material composition of the dump, and factors influencing the process of decomposition itself. The practical part of the thesis describes the quality of the compost from the municipal composting plant Písek. This part also includes a description of the composting plant and a description of the composting process. The main part and the goal of the thesis is to determine the ion-exchange capacity T according to Sandhoff and to suggest the optimal composting technology in the Municipal composting plant Písek.

Comparative analysis of instruments for regulation of biodegradable municipal waste foccused on tradable permits

The problem of biodegradable municipal waste which is being placed on landfills has become a current introduction of Council Directive 99/31/EC on the landfill of waste for the member states of the European Union, which attempts to solve problems caused by placing these types of waste on landfills; it concerns chiefly the genesis of greenhouse gas. Some countries therefore also utilize the economic instruments of the environment politics, to a greater or smaller extent, in their waste strategies for fulfilling their goals. The work analyzes two chosen market based instruments that are being used in the given issue, specifically tradable permissions which Great Britain uses in its programme Landfill Allowances Trading Scheme (LATS), and charges for the waste landfills which are being asserted in Czech Republic. Using the comparative analysis, performed by the methodology designed by OECD, it is being observed how effectively the chosen instrument affects the given problem.
Comparative analysis of systems for collecting biodegradable municipal waste in selected regions

This thesis defines the basic terms in the field of biodegradable waste and describes the relevant legal norms. In an effort to reduce landfilling of waste, the European Commission issued the Directive 31/99/EC on the landfills of waste. One of the aims of this Directive is reducing the amount of biodegradable municipal waste sent to landfills. Fulfillment of the requirements is analyzed in two countries, the Czech Republic and Italy. The thesis examines two specific areas, Bílina village in the Czech Republic and Carugate village in Italy. It analyzes projects which support the separate collection of biodegradable municipal waste. In the end the thesis compares success of this projects. The aim of the thesis is to answer the question: "How (with what types of tools) do analyzed regions fulfill EU requirements in Directive 1999/31/EC - the landfill?"
Evaluation of policy objectives in the management of biodegradable municipal waste in terms of efficiency

The work deals with the critical assessment of the requirement of Council Directive 1999/31/EC on the landfill of waste for a gradual reduction in landfilling of biodegradable municipal waste (BMW). The aim of this work was to evaluate this requirement in terms of economic efficiency using the meta-analysis of selected complex studies based on cost-benefit analysis. Studies focused on natural and technical parameters and available specific data for Czech Republic of particular ways of processing BMW were also used for finding of private and social costs and benefits balance. Based on the results of this balance is not possible to decide whether fulfillment of the requirement will increase economic efficiency. Results are calculated from large number of input values, some of which shows significant variability. Oxidation rate of uncaptured CH4 in the process of landfilling BMW is characteristic example. This parameter varies between values 10 % and 90 %. While for value 10 % would separate collection of biowastes and its composting presented option with higher economic efficiency, for value 90 % is the result opposite.
